Apple's AI leadership changed hands twice in eighteen months, and each change started outside the company's own AI organization. Ruoming Pang led roughly 100 engineers building the models behind Apple Intelligence1. He left for Meta Superintelligence Labs in July 2025, Bloomberg reported, at pay Apple declined to match. John Giannandrea, Apple's AI chief since 2018, followed him less than a year later4. By September 2026, Apple had hired AI leaders from outside, licensed a rival's model to rebuild Siri, and made a hardware engineer, John Ternus, its chief executive7910.

Meta Comes to Cupertino
Pang's exit started a pattern Apple absorbed for the rest of 2025. Meta hired two more Apple AI executives within ten days, MacRumors reported July 17, 2025, part of the spree that built Meta Superintelligence Labs on nine-figure packages2. Ke Yang, who led Apple's AI search project, took the same route that October3.
Three exits in four months describe more than career moves. They describe a market where Apple's pay, built for a hardware company, ran against a rival willing to pay research scientists what teams pay athletes. Apple lost each time.
The same Scale AI-funded campaign that made Alexandr Wang Meta's chief AI officer in June 2025 set the ceiling Apple struggled to reach. Pang alone reportedly commands tens of millions a year at Meta1. Apple's pay bands, built around hardware roles, sit far below that, let alone three times in a year.
Giannandrea's Long Exit
His exit moved on a slower clock. Apple's newsroom announced his retirement in December 2025, and let him wind down through a paid vesting period before his last day in mid-April 202645. He turned up two weeks later at CuspAI, an AI-for-science startup, per MacTech6.
Apple named Amar Subramanya to lead AI in his place, a hire that reversed the usual instinct7. Its executives typically spend a decade or more inside one group before reaching the top. Subramanya arrived with a record built entirely elsewhere, leading Google's Gemini Assistant work and helping build Microsoft's Azure AI services. Giannandrea's other duties split toward chief operating officer Sabih Khan and services chief Eddy Cue. Read the split as an admission. One successor could carry only part of the job.
Borrowing Gemini for Siri
Apple's answer to its thinned AI staff arrived in January 20268. TechCrunch reported that Google's Gemini would power Apple's AI features, Siri first among them. MacRumors confirmed the deal in April9. A Gemini-powered Siri would arrive later that year, at a price reportedly near $1 billion, and Apple showed it publicly at WWDC in June.
Licensing a rival's model to run a flagship product is an odd concession for a company built on owning the whole stack, from chip design through the operating system to the assistant on top. Read it as a result of the Meta exits. Apple's own models trailed the frontier, its leadership thinned with each Meta hire, and a license bought the time its research had yet to produce.
The deal also reverses a rivalry Apple spent a decade framing the other way. Siri launched as Apple's answer to Google search, and later to Google Assistant. A version of Siri now runs partly on Google's model, a dependence Apple's marketing avoids naming.
A Hardware Engineer Takes the Job
Apple settled the leadership question on April 20, 202610. Tim Cook would become executive chairman, and John Ternus would become chief executive, effective Sept. 1, 2026. Ternus's career runs almost entirely through hardware. He joined Apple's product design team in 2001 and rose to vice president of hardware engineering in 2013. Senior vice president followed in 2021, overseeing the physical design of iPhone, Mac, iPad, Apple Watch and AirPods for more than a decade.
Cook framed the choice around character and engineering. "John Ternus has the mind of an engineer, the soul of an innovator, and the heart to lead with integrity and with honor."10 He added a second line on judgment. "He is a visionary whose contributions to Apple over 25 years are already too numerous to count, and he is without question the right person to lead Apple into the future."
Arthur Levinson, who chairs Apple's board, made the same case in board terms. "We believe John is the best possible leader to succeed Tim and as he transitions to CEO we know his love of Apple, his leadership, deep technical knowledge, and relentless focus on creating great products will help lead Apple to an extraordinary future."10 Ternus accepted in the language of continuity. "Having spent almost my entire career at Apple, I have been lucky to have worked under Steve Jobs and to have had Tim Cook as my mentor."
Count the words each man used. Engineer, products, technical knowledge, mentor. AI appears zero times, at the exact moment rivals define AI as the layer that decides what a device can do.
Reading the Transition as Strategy
Set in sequence, the four moves describe a company that treated its AI gap as something to route around, rather than something its succession planning was built to solve. Subramanya's hire imports AI leadership7. The Gemini deal imports AI capability9. Picking Ternus confirms something else. Apple's board still weighs hardware execution, supply-chain command and product taste above any AI credential when it picks a chief executive10.
Against Meta's hire-and-restructure pattern and OpenAI's cut-then-import approach over the same eighteen months, Apple's sequence looks the most defensive of the three. Meta bought talent to build ahead. OpenAI cut experiments to concentrate resources. Apple covered exits with a license and outside hires, because its own staff, after three straight losses to Meta, had stopped offering a choice from inside.
TheStreet's read on Ternus's first big test, published Sept. 2, 2026, centers on a Sept. 9 product launch and the credibility of his own promotional language11. Siri, Gemini and the AI leadership Apple spent a year rebuilding sit outside that frame. The test the market watches may differ from the one TheStreet named.
Francisco Jeronimo, IDC's vice president of client devices, raised the harder question the same day Apple named Ternus its next chief executive, in a Reuters analysis Aditya Soni published April 21, 202612. His doubt weighed temperament over résumé. "The question is whether he has the appetite for the kind of bold, occasionally uncomfortable decisions that defining a new platform requires. Building great hardware is a well-defined problem. Building an AI platform that developers and enterprises genuinely adopt is a different challenge entirely," Jeronimo said.

Ternus's Sept. 9 launch gives the first real test of whether the words match the result, and whether the market extends that to Apple's AI plans11. Subramanya's public debut will show whether an outside hire moves faster than the team Apple lost piece by piece through 20257. Gemini-powered Siri's broad release tests whether a license closed the gap the exits opened, or only delayed the question9.
