Buyouts, Blocks and a Billion-Dollar Bet

Microsoft offers 60,000 workers an exit, Anthropic blocks a researcher, and investors stop believing everyone's AI math on the same day.

“Microsoft's capital spending will top $50 billion this quarter, and the company is offering 60,000 employees, 27 percent of its staff, a reason to leave by Dec. 31. Does the equipment explain the exits?”

Ten AI stories moved this week. The biggest one turns on a question every reader with a paycheck can ask. Does Microsoft's AI spending explain why it just offered 60,000 workers a buyout?

Two economists read that offer in opposite directions. One blames the equipment. Read the other nine stories against their split.

Microsoft Spares the Builders, Exits the Shippers

Sixty thousand workers got a letter this week. Microsoft set the deadline for early December. The offer reaches employees at level 70 or below in the U.S., Canada, India and Britain2.

Microsoft drew a line inside that list. AI experiences, Copilot, Xbox, Windows and Devices, finance and HR made the cut. Data centers, security, marketing, sales and commercial business stayed off it3.

Capital spending explains the shape, says Jay Zagorsky, who teaches markets, public policy and law at Boston University. "It is clear that all of the biggest tech companies are shifting towards more capital by building expensive AI data centers," Zagorsky told Fortune1.

Amy Coleman, Microsoft's chief people officer, frames the same offer as ordinary housekeeping. "The Voluntary Exit Offer reflects an important part of how we're evolving our approach to change: creating greater flexibility and, where possible, more ways for employees to shape their next chapter," Coleman wrote in a memo to staff2.

Joseph Phillips, dean emeritus of Seattle University's business school, backs her reading with older math. Microsoft's headcount grew from 144,000 workers in 2019 to 228,000 in 2024, he points out. "I think it has more to do with reimagining its workforce and not downsizing for the sake of downsizing," Phillips told Fortune1.

Anthropic Blocks a Student Over an Old Rule

Jiahao Shao is a computer science Ph.D. student in Hong Kong. He posted on X this week that Anthropic tagged his research account for training a competitor5.

Shao denies distilling Claude. His training runs came from an open-source model, and Claude only submitted jobs and ran analysis, he wrote5.

Jiahao Shao@jiahaoshao1

Shame on @DarioAmodei / Anthropic. I never distilled Claude—rollouts came from a strong open-source model; Claude just helped submit jobs and run analysis. Still got tagged for "training a competitor," and now anything touching RFT, SFT, or training larger models gets me blocked,…

Anthropic's rule against distillation predates the usage policy update Shao blamed, by months. AI Lately's Technology column carries the fuller account today.

Nvidia Offers to Cosign Anthropic's Next Data Center

A guarantee worth billions is under discussion. Nvidia would cosign debt that helps Nscale build a second 460-megawatt block at its Monarch campus in West Virginia6.

Anthropic already committed roughly $45 billion over six years to the first block, due online in late 2027. The guarantee would double Anthropic's footprint at the same site6.

Nscale's own IPO filings say the first building still needs financing for its equipment. The contract carries an exit clause anyway. Anthropic can leave the deal if the money misses a set deadline6.

Apple Passes Nvidia as Intel Stock Falls 29%

Intel's stock fell 29 percent on Friday, erasing more than $130 billion in market value7. The quarter mixed weak demand with heavy spending, the two things investors like least right now. Sentiment flipped fast.

Apple benefited from the mood swing. Its shares closed at $5.03 trillion. That passed Nvidia's $4.93 trillion and reclaimed the title of world's most valuable company8.

The gap between them runs close, about $100 billion. One strong trading day for Nvidia could flip the ranking back.

OpenAI Cuts Its Ask by a Third

The fundraising target just shrank by a third. OpenAI now wants $20 billion, down from $30 billion9. The valuation it wants fell too, to $1.25 trillion from $1.4 trillion.

A group of United Arab Emirates investors, led by the state-backed fund MGX, plans to put in the most10. OpenAI would gain an option to lease computing capacity built in the region.

Investors are pushing back on AI spending harder than they did this summer. Friday was the deadline OpenAI set for commitments9.

Anthropic's Filing Puts a Number on the Boom

A new filing puts a number on the boom. The growth is steep. Anthropic's S-1 shows revenue of $16.3 billion for the first half of 2026. A year earlier, those same six months brought in $1.2 billion11.

The filing also shows an $80.7 billion net loss. Anthropic says the swing comes largely from convertible bonds changing value, apart from operating costs11.

Anthropic holds $131.7 billion in cash and short-term investments. Its five biggest customers accounted for about a quarter of revenue over the first nine months of 202611. The company plans to list as ANT around mid-November.

A Publisher Puts a Number on 1,903 Songs

Reservoir Media sued Suno and Anthropic on Oct. 21, in separate filings12. The company says Suno trained on 1,050 of its compositions, and Claude trained on lyrics from 853 more. Combined, the two suits cover 1,903 songs.

The catalog includes work by Madonna, Johnny Cash and Joni Mitchell. Three big names carry the suit. Reservoir wants close to $340 million combined12.

Golnar Khosrowshahi founded Reservoir and runs it as chief executive. "As AI continues to reshape the music landscape, its innovative technology must not be built on the exploitation of intellectual property in ways that violate the rights of creators," Khosrowshahi told Music Business Worldwide12.

Britain Opens a File on Meta's Fine Print

The U.K. Competition and Markets Authority opened a formal case against Meta on Oct. 3013. The regulator's case asks whether Meta's terms force publishers to hand over content for AI, with little real say in the matter.

Sarah Cardell runs the regulator as chief executive. "Where a company holds a dominant position, it must not use that position to impose unfair terms," Cardell said13.

Meta rejects the need for a case. It paused the rollout of the terms anyway, while the evidence gathering runs until January.

A Coding Startup's Price Nearly Doubles in Weeks

Cognition is weighing a new funding round. The valuation under discussion runs from $70 billion to $80 billion14, against a round at $48 billion only weeks earlier.

Scott Wu, Steven Hao and Walden Yan founded Cognition in San Francisco in 2023. Its product, Devin, writes and ships code on its own.

Investors still want in. Run-rate revenue grew from $492 million in May to almost $900 million now14. The higher range would put Cognition above the $60 billion in stock SpaceX paid for Cursor's maker, Anysphere.

ServiceNow Raises Its Own AI Sales Target

A sales target just moved higher. ServiceNow raised its AI revenue goal this quarter, to $1.7 billion from the $1 billion it set in January15. Agentic AI use inside paying customers grew 13 times over the past year.

Bill McDermott chairs ServiceNow and serves as its chief executive. "ServiceNow basically is the execution layer. And I believe we're the execution layer for the entire AI economy," McDermott told investors15. That claim is bold.

Salesforce makes a similar claim from a different angle. Its Agentforce and Data 360 units together bring in $3.4 billion a year.

  • Agentic AI use inside ServiceNow's own customers grew 13 times over the past year15.
  • Anthropic's net loss for the first half of 2026, mostly from bond valuation swings, reached $80.7 billion11.
  • Cognition is weighing a valuation as high as $80 billion, against a $48 billion round weeks earlier14.

What to watch

Watch whether Microsoft's headcount keeps falling the way CFO Amy Hood predicts for fiscal 2027. Hood's forecast will outlast either economist's read of this week's offer.

Keep an eye on the gap between Apple and Nvidia too. A swing of $100 billion can move on one earnings call.

Two more threads worth your week: Cognition's final price, and whether Britain's case against Meta spreads to other platforms.
