Ten stories moved AI today. Half of them point one way. The other half point the opposite way.
One bank just handed its own staff's coding tool back to the engineers alone. A state, a phone maker and a biotech lab bet the opposite way. Each one decided the same kind of tool was ready for a much bigger job.
Start with the retreat. Goldman Sachs spent July praising the very access it pulled back in October. Everyone else kept going.
Goldman Pulls the Plug on Its Own Trial
Traders and bankers got to try vibe coding this summer. A staffer describes a task in plain English. An AI tool writes the software behind it.
By October, the bank reversed itself. Internal guidance then confined two tools to the bank's 12,000 engineers1. One was Claude Code, built by Anthropic. The other was GitHub Copilot, built by Microsoft.
Chris Churchman had already made the case for pulling back. He is the Goldman partner who co-chairs the firm's AI working group. "There's a huge danger here that in the era of AI, we outsource our reasoning to these models, and we have cognitive atrophy that stops us being able to reason from first principles ourselves," he said on the bank's own podcast in August2. Skills fade, in his reading, once practice stops.
Katy Huberty argues the opposite case from inside a rival bank. She is Morgan Stanley's global director of research. Her firm handed a similar tool to staff far outside engineering.
"We see it as a game changer from a productivity standpoint, both for our research analysts and our colleagues across institutional securities," Huberty said3. American Banker reported in June that 98 percent of Morgan Stanley's 80,000 staff had access to at least one AI tool13.

Anthropic's Own Numbers Cloud Its Pitch
Anthropic amended its IPO paperwork Monday. Bankers plan to price shares the week of Nov. 16. Third-quarter revenue reached nearly $17 billion, up more than 11 times from a year earlier4.
Growth still slowed hard. It ran 132 percent in the first quarter, then 144 percent in the second4. By the third quarter it fell to 47 percent.
The filing also disclosed $895.4 billion in compute and gear commitments, the bill behind Claude's growth. Anthropic wrote that compute bought under short-term deals "currently costs significantly more" than capacity locked in under its longer deals. A reader weighing the IPO now carries a harder question. Does a bill that size, against growth that slowed by two-thirds, still back a price near $2 trillion?

Nvidia Tightens Its Grip on China's Cloud Access
Data-center partners got new marching orders this week. Nvidia told them to send at least 51 percent of services from future deals to buyers outside China. The Financial Times reported the order5.
Those rules close a gap other export controls missed. A chip can stay on American soil and still get rented out, over the internet, to a buyer in Beijing.
Nvidia called the move consistent with "longstanding U.S. policy," which it said "encourages every cloud to build on American infrastructure and to win business everywhere they can".
Nvidia Requires 51% of New Cloud Contracts to Go Outside China
Minimum share of services a cloud partner must sell to buyers outside China under contracts signed from November 2026
The magenta arc is the share Nvidia now requires partners to sell to buyers outside China; the rest of the ring is the most any partner can still sell inside it.
The rule binds only contracts signed from November 2026 onward; existing agreements keep their old terms.

Taiwan Moves to Make Chip Smuggling a Crime
Lawmakers there proposed adding AI servers and advanced chips to a criminal export list. Penalties would reach ten years in prison and fines near $310,0006.
The push follows an August case. Prosecutors indicted nine people after 74 Nvidia B300 servers reached China through a smuggling ring. The ring profited more than $18 million.
William Liu reads the shift in strategic terms. He directs Taiwan's International Trade Administration. "Export controls have shifted from preventing weapons proliferation to becoming a strategic tool for countries to protect their technological edge and national security," he said6. His own agency would enforce the new law.

Abu Dhabi Bets Its State on OpenAI
The emirate's crown prince watched Sam Altman sign four deals this week. They cover state work, energy, investing and a five-year plan7. ADNOC, an energy giant, becomes the first firm in its field to run OpenAI's top models. It runs them through G42's Inception42 arm.
Its pitch: turn state rules into a form an AI system reads on its own. Abu Dhabi calls this a machine-readable government.
A state betting its own services on one lab's models ties its own uptime to that lab's judgment. Few rich nations have made that bet at this scale.

Apple Hands China's Assistant to a Rival's Model
China's iPhone owners get their first Apple Intelligence features Wednesday. The features arrive through an iOS developer beta. Alibaba's Qwen will do work Apple's own models handle everywhere else8.
Siri, Writing Tools and Visual Intelligence will call on Qwen for text and image tasks. The feature reaches the public in December's iOS 27.3 release.
Cupertino builds nearly all its own models elsewhere. Chinese rules keep foreign AI systems out of consumer products. Apple's hardware now runs on a competitor's software to clear that bar.

A Lab Sends an AI-Designed Virus Into a Patient
Radical Numerics said its Omnii-1 model designed a bacteriophage. A bacteriophage is a virus built to kill bacteria. This one went into a patient fighting a drug-resistant infection9.
Physicians gave the treatment under a last-resort path, open only to patients who had run out of approved options. The company reported that its designed phages cleared the patient's bacteria in laboratory testing. It withheld clinical results, citing privacy.
Its founders built Evo and Evo 2 before Omnii-1. Both models already design phage genomes entirely in software. A task that used to take years of trial and error now takes weeks of computing.

China Speeds Up Rules for Every Stage of AI
China's state planner said this week it is speeding up its AI rules. Those rules would cover everything from the data that trains a model through the computing power that runs it10. The draft pushes makers to flag risks and report incidents as they happen. Firms would test new systems inside state-run test zones before a wider release.
The timing lands days after Nvidia tightened its own China rules from outside the country. Beijing wants to govern the technology from inside its borders. Washington, the same week, narrowed what crosses that border from outside.
OpenAI Wires Its Agents Into Every ServiceNow Workflow
A deal first struck in January just got wider. OpenAI and ServiceNow gave ChatGPT and Codex a direct line into ServiceNow's work systems, through a tool called Action Fabric11. An IT worker can now check an incident or fix a ServiceNow record from inside a ChatGPT chat.
The two firms are also building a joint security product, due in Q2 2027. This deal turns ServiceNow's records into a layer OpenAI's agents act on directly. That step goes past a human checking the agent's work first.
Reddit's Google Traffic Keeps Shrinking
Reddit shares fell after the firm told investors its Google search traffic kept dropping in the third quarter. Steve Huffman, Reddit's chief, tied the drop to Google's AI Overviews and AI Mode12. He described the shift as a change in what the search giant's product does, moving from a traffic driver toward something else entirely.
Publishers face the same math. The pressure reshaping what Google sends Reddit also reshapes what it sends every newsroom that used to live on search clicks.
By the numbers
- $17 billion: Anthropic's third-quarter revenue in its amended S-1, up more than 11 times from a year earlier4.
- 12,000 engineers: Goldman Sachs' entire sanctioned user base for Claude Code and GitHub Copilot after October's reversal1.
- 51 percent: Nvidia's new floor on cloud-contract revenue that must come from buyers outside China5.
- $18.5 million: profit Taiwanese prosecutors say nine smugglers made diverting 74 Nvidia servers to China in August6.
- Four: AI agreements Abu Dhabi signed with OpenAI this week, spanning government, energy and investment7.
- 98 percent: Morgan Stanley's share of 80,000 staff with access to at least one AI tool, per American Banker13.
What to watch
Watch where Goldman redraws its engineers-only line next. A rule built around trading-floor information barriers could loosen once the bank finishes testing. Research and operations staff could gain access next, or other banks could copy the rule.
Anthropic's roadshow this month is worth watching too. It will show whether investors price the slowdown or the revenue, and the IPO's final range settles which number won4.
