Amazon shut Meta's Muse out of its site on the night of Sept. 20. The agent had launched 12 days earlier. It grew faster than any shopping app Amazon had tracked, reaching the top spot on the US App Store by Sept. 187. Shoppers who opened Muse on Amazon.com got a pop-up in place of a cart. "Continued access by an unauthorized AI agent violates Amazon's Conditions of Use, to which our customers have agreed1." Meta had already turned down Amazon's request to pull the bot23.

Muse is an agent. Tell it "buy diapers before Friday," and it shops and checks out by itself, the way a shopper would with a mouse. Amazon runs that process on its own terms. This fall, Amazon decided Muse broke them.
Amazon's Case: Hidden Logins, Skipped Disclosure
Three complaints anchor Amazon's case. Meta skipped telling Amazon that Muse would shop its site. Muse browsed the store and skipped identifying itself as a bot. The agent also appeared to store shopper logins, quietly.
Lara Hendrickson, an Amazon spokesperson, laid out the policy behind the block. "Third-party applications that offer to make purchases on behalf of customers from other businesses should operate openly and respect service provider decisions about whether or not to participate," Hendrickson said3. She said an opt-in rule already covers food delivery apps and travel sites, and Muse fell under the same rule3.
Amazon's reasoning reaches past one bot. Amazon and eBay both built ad businesses on shoppers who click through listings themselves5. An agent that buys straight from one prompt skips those listings, and the ads they carry. Blocking Muse keeps that shopper looking a little longer.
Shoppers who lose Muse still have an agent to use on Amazon. The retailer already runs Rufus, its own shopping assistant, plus a checkout tool called Buy for Me, both free inside the Amazon app4. That alternative runs on Amazon's own rules.
Meta's Defense: A Locked Box for Passwords
The company's answer is architectural. Muse runs inside what Meta calls a dedicated virtual machine, a separate computer sealed off from the rest of a phone2. A password a user types goes into secure storage there, invisible to Muse itself, Meta said when Muse launched12.
Shopper trust lags the promise. Only 8 percent of 1,500 surveyed US shoppers said they would trust Meta with passwords at all2. Disclosure is Amazon's other complaint, and it still stands. Meta has stayed quiet, on the record, about why Muse skipped identifying itself while it browsed. Amazon says Meta heard the complaint and shopped anyway23.
For a shopper, the block lands fast. Try a purchase through Muse on Amazon.com today, and the pop-up stops the order before checkout. Muse still shops every other store that welcomes it, Shopify's network included3.
A Fight Amazon Already Lost Once
Amazon ran this play before, and lost. It sued Perplexity's Comet agent in November, accusing it of shopping Amazon's site against Amazon's wishes. A district judge sided with Amazon in March and blocked Comet. The Ninth Circuit reversed that block on Aug. 4.
"An injunction would impair consumer choice and needlessly limit development of a nascent technology," Circuit Judge Milan Smith wrote9. The panel ruled that the user who gives the command accesses Amazon's computers, with the agent only carrying it out9. Perplexity said afterward it would keep fighting for the right of internet users to pick their own tools9.

eBay reached a similar worry earlier, by a different route. Its updated terms, announced in January, bar what it calls "buy-for-me agents, LLM-driven bots, or any end-to-end flow that attempts to place orders without human review," months before Muse existed10. Shopify picked the opposite side. Its chief executive, Tobias Lütke, said Shopify would "partner deeply with Muse to enable agentic checkout with Shop Pay on all Shopify stores, offering people an easy and delightful way to shop and check out3." One store's wall is another store's pitch.

Who Wins If Stores Keep Agents Out
Paul Graham, the Y Combinator cofounder, posted the sharpest case against Amazon's wall on Oct. 8. "Amazon banning agents is the first opportunity I've seen since Amazon was founded for a startup to create an Amazon competitor," Graham wrote. "People will want agents to buy stuff for them. It will be one of the main use cases. And they won't want to use some Amazon-supplied agent to do it4."

Read plainly, Graham's bet favors whichever agent a shopper picks for themselves. Nikesh Arora, chairman and chief executive of Palo Alto Networks, frames the stakes past retail alone. "This will be a bigger battle than anyone anticipates," Arora said. "Every app that is a services, marketplace or commerce app will need to existentially decide to open APIs for consumer agents to interact3."
Some rumored blocks turn out to be a different fight entirely. JPMorgan Chase said on Oct. 15 it would keep outside agents away from customer accounts, naming Muse directly. That dispute is over money and login access, apart from goods on a shelf12.
Guy Tytunovich, chief executive of the agent-verification firm Cheq, reads the same season from the merchant's side. "This coming holiday season, brands will have a new type of shopper to court: AI agents," Tytunovich said5. Cheq measured a hundredfold jump in agent shopping traffic over 45 days after Muse and its rivals launched5.
Adobe expects AI-driven traffic to U.S. retail sites to climb 130 percent this holiday season, inside a record $275.1 billion in online sales11. Shopify's own survey found 65 percent of shoppers plan to use AI for at least one shopping task this season8. Agents are already heading into the holiday season. Which stores let them in is still being decided.

Both readings travel from the same facts. Amazon's wall protects a store that profits when shoppers click through its own listings. Graham's bet protects the shopper who wants an agent built by someone else entirely. The holiday season will settle which bet pays first.

- 100 times: the jump in agent shopping traffic Cheq measured in the 45 days after Muse and its rivals launched5.
- 8 percent: the share of 1,500 surveyed US shoppers who said they would trust Meta with their passwords2.
- $275.1 billion: Adobe's forecast for US online holiday sales this year, with AI-driven traffic up 130 percent11.
- 65 percent: shoppers who told Shopify they plan to use AI for one shopping task this season8.
- Jan. 27: the date eBay's updated terms barred "buy-for-me agents," months before Muse existed10.
What to watch
Watch whether Amazon's own agent gains the ground Muse lost. A future ruling could treat Muse the way the Ninth Circuit treated Perplexity's Comet. That case turned on who clicks, apart from who built the agent9. Shopify's Black Friday numbers against Amazon's own will show which side shoppers choose first.
